Click to call Facebook ads: Meta call ads for lead generation

Click to call Facebook ads explained: how the Calls conversion location works, what Meta counts as a call, business-hours scheduling and cost per call.

By Simone Manto, founder of DropCPL · Published

Click to call Facebook ads are what Meta calls call ads: the ad carries a Call now button, and a tap opens the phone’s keypad with your number already in it. In a Leads campaign you pick Calls as the conversion location and Meta optimizes for 60-second calls. Judge them on calls that turned into booked work.

Meta files call ads under lead ads with calling, next to two setups that send people to your website first. What separates them is where the tap goes:

This guide is about the first column, the Calls conversion location. Where it sits among the other lead locations is covered in Facebook ads objectives. Here: how call ads work, what Meta actually counts, and how to put a call next to a landing page lead without fooling yourself.

How do click to call Facebook ads work?

A call ad is a single image, video or carousel with a Call now button. When someone taps it, Meta opens the keypad with your number prefilled, and from there the person can place the call or leave the screen. A tap isn’t a call, and Meta’s reporting keeps the two apart.

The details that shape a campaign, from Meta’s documentation:

  • Any business number works. Meta accepts mobile and landline numbers, including 1-800 toll-free numbers.
  • Mobile placements only. Call ads are delivered on mobile devices in Facebook Feed, Facebook Marketplace, Facebook Reels, Facebook Stories, Instagram feed and Instagram Stories (supported objectives and placements). Nobody on a desktop sees them, which suits a format built around the phone’s dialer.
  • What gets optimized. Under Traffic, Engagement, Leads or Sales, the ad optimizes for 60-second calls. Under Awareness it optimizes for the performance goal you pick.
  • Adults only, same country. Meta’s developer guide to call ads lists two limits: the audience must be 18 or older, and the phone number must be from the same country as the audience. If your catchment area crosses a border, check this before you build the ad set.

To create one in a Leads campaign, Meta’s call ad setup runs like this:

  1. In Ads Manager, click + Create, choose Leads and click Continue. Meta starts you in an Advantage+ campaign setup.
  2. In the ad set’s Conversion section, select Calls as the conversion location.
  3. In Budget & schedule, choose a daily or lifetime budget. To limit the hours, click Show more settings, tick Set a schedule for ads and drag across the times you want.
  4. In Ad setup, pick Single image or video or Carousel, then complete the creative.
  5. In Destination, enter the phone number and check the country code.
  6. Optionally tick Receive callback requests via Messenger, so people can ask for a callback when nobody picks up. Meta offers it only if you use Messenger.
  7. In Tracking, set up CRM, website or app events if you need them, then publish.

Call ads, call add-ons or website and calls?

Pick by who does the selling. If the call does it, use a call ad. If the landing page does it and the phone is a second way to convert, use one of the two website setups.

Call ads suit buyers who want to talk now: a burst pipe, a same-day appointment, a quote that takes two minutes on the phone. They also suit businesses where the receptionist closes the booking on the call.

Call add-ons put the landing page first: the tap opens your website, and the Call now button sits at the bottom of the screen. Meta’s overview of ads with calling says they optimize for website conversion events only. Meta’s own articles disagree on that, though: its objectives and placements article says that with the Leads objective and a lead event, a call add-on optimizes for leads and 15-second calls. Check what your ad set shows before you plan around either.

Website and calls optimizes one ad set for both. Meta’s website and calls setup says the ad optimizes for your website event and 15-second calls, that Maximize number of conversions and Maximize number of qualified leads are the only performance goals for now, and that value rules let you weigh one location above the other. Meta also reports that these ads had on average 9% more conversions than ads optimized for the website alone. That’s Meta’s own average, not a forecast for your account. Calls show up in a separate Calls column you add in Ads Manager. Read the website leads and the calls apart before you judge the ad set: one half can hide the other.

What does Meta count as a call?

Less than the word suggests. Meta’s call reporting gives you these metrics (supported objectives and placements), and says they’re “partially derived through modeling, rather than a straight count”:

MetricWhat it tells youWhat it can’t tell you
Calls placedcalls started from the adwhether anyone answered
20-second calls, 60-second callscalls that lasted past those thresholdswhether it was a customer, a supplier or a wrong number
Callback requests submittedpeople who asked to be called backwhether you called them
Quality call and cost per quality call (Call Insights)calls longer than a duration you choosewhat happened on the call

Meta also reports a metric called estimated confirmation clicks. Take the first word literally.

Four limits matter once you try to reconcile these numbers with your phone bill:

  • Caller numbers need call forwarding. Meta’s Call Insights can show the caller’s number only when call forwarding is on, and estimates whether a call was answered or missed when it’s off. Meta says call forwarding is only available in the US. Everywhere else, the number and the outcome of each call live only in your phone system.
  • Call Insights may not be there for you. It’s a view in Meta Business Suite that lists the calls from your call ads and lets you filter by campaign, ad set and ad ID, call duration and date. Meta says the feature may not be available to you yet, and that exporting the data isn’t available.
  • Messenger and WhatsApp calls are left out. Call Insights covers call ads, call add-ons and website and calls. It doesn’t include calls that come from Messenger or WhatsApp.
  • Older campaigns have no call metrics. Meta says call ad metrics aren’t available for campaigns created before June 20, 2025 outside the US, Australia, Brazil, Canada, Mexico and Israel.

None of these metrics is a lead. Meta optimizes for 60-second calls, and duration is only a proxy: a minute on the phone can be a wrong number explained slowly. Write down your own definition, for example “an answered call from a new number, about a service we sell”, and count it in your phone system or CRM with the source “Meta call ad” and the campaign. A separate phone number for the campaign makes that tagging automatic.

Can you schedule click to call Facebook ads for business hours?

Yes, and Meta recommends it. In the ad set’s Budget & schedule section, click Show more settings, tick Set a schedule for ads, and drag across the hours and days you want. Meta says that in an experiment, call ads scheduled to run only during business hours delivered 25.4% more call conversions than call ads that weren’t. It’s Meta’s own test, but the logic holds without it: a call ad that runs while the phone rings out pays for missed calls.

Three habits make the schedule work:

  • Schedule the hours someone answers, not the hours on your door. If the phone goes unanswered from 1 to 2pm, leave that hour out. Meta’s developer guide also recommends keeping the open hours in your Facebook Page settings up to date.
  • Turn on callback requests if you use Messenger. Meta lets you switch them on or off during ad creation and while the ad runs. Its developer documentation describes a callback request as contact details submitted from the call ad (name and phone number, in its example) that you can download per ad. Treat each one as a lead with a deadline.
  • Catch the rest with a form. Demand doesn’t stop at 6pm. Run a form or landing page ad set for the evening and weekend, and report those leads apart from the calls.

Calls never reach your landing page form, so a fair test needs the form side counted just as carefully on leads you actually received. DropCPL logs each click on your landing page’s own domain, forwards every landing page lead to your tools by webhook with its ad attached, and computes CPL per creative × landing page from the spend Meta reports for each ad. How to compare click to call Facebook ads with landing page leads

Cost per call and cost per lead measure different things. A call is a conversation that has already started; a form lead is a name and a number that someone still has to reach. Put them side by side only after you’ve brought both to the same stage:

  1. Pick one outcome both arms can reach. A booked appointment, an estimate visit, a paid deposit. That’s your denominator, not calls placed and not form submissions.
  2. Count from your own records. Calls from your phone system, form leads from your server or CRM. Meta’s modeled call metrics against Meta’s attributed Lead count compares two estimates.
  3. Treat missed calls as leads you lost. A missed call cost the same as an answered one. Count it, and count the ones you managed to call back.
  4. Match the schedule. If the call ad runs 9 to 6 and the landing page ad set runs around the clock, you’re comparing daytime calls with evening forms. Schedule both the same way, or report the evening leads on their own.
  5. Change only the destination. Same creative, audience, budget and dates, ideally in an Ads Manager A/B test. The method is the one in Facebook lead ads vs landing page.
  6. Give both the same time to mature. Calls often book on the spot; form leads need a callback first. Judge both after the same delay.

Example: a locksmith splits €2,000 over a month between two ad sets with the same creative, one with the Calls location and one sending people to a landing page with a short form.

Call adLanding page
Spend€1,000€1,000
Calls placed (Meta)125
60-second calls (Meta)50
Answered calls over 60 seconds (phone system)38
Form leads (your server)60
Cost per call placed€8.00
Cost per 60-second call€20.00
CPL€16.67
Booked jobs2118
Cost per booked job€47.62€55.56

On cost per call placed, the call ad looks twice as cheap as the landing page. On 60-second calls it looks more expensive. At the booked job it’s ahead by about 14%, and 21 against 18 jobs is too few to call a winner. Each metric picks a different story, which is why the outcome has to be agreed before the test starts. Notice the gap between Meta’s 50 sixty-second calls and the 38 in the phone log, too: one number is partly modeled, the other is a record. The cost per qualified lead guide has the routine for the qualified side, and the CPL vs CPQL calculator runs the two numbers side by side.

When are call ads for lead generation the right choice?

SituationCall adsForm or landing page
Urgent jobs: lockouts, leaks, breakdownsthe natural fit; people want to talk nowslower, but catches out-of-hours demand
The price depends on detailsa call can qualify on the spot, if someone answersa landing page can explain first; add a call add-on
Nobody can pick up during the daywasted spend on missed callsthe safer choice, with a fast callback
Appointments booked by a receptionistshort path from ad to bookingan extra step, unless the landing page books directly
You need CPL per creative and per landing pagecalls skip the landing page, so they need their own columnmeasurable per creative × landing page

Keep calls out of your landing page reporting. They never touch the form, so landing page tracking, DropCPL’s included, doesn’t see them, and a call creative will look as if it produced nothing. Give call ads their own row, with spend from Ads Manager and outcomes from your phone log, as the chiropractors guide recommends for clinics.

Call ads earn their place in local lead gen when someone is ready to answer. For the rest of the setup (radius, budget, offers), see Facebook ads for local business; for trades, Facebook ads for contractors shows why the first callback decides who gets the job. If chat suits your customers better than the phone, Messenger lead generation ads covers the messaging locations.

FAQ

What are click to call ads on Facebook?+

They're what Meta calls call ads: an image, video or carousel ad with a Call now button. A tap opens the phone's keypad with your number prefilled, and the person still decides whether to dial. They run only on mobile placements, and in a Leads campaign you create one by choosing Calls as the conversion location.

Does Facebook track phone calls from ads?+

Partly. Meta reports calls placed, 20-second calls, 60-second calls and callback requests, and says call ad metrics are partially derived through modeling rather than counted. The caller's number needs call forwarding, which Meta says is available only in the US, and without it Meta estimates whether a call was answered. Your phone system is the reliable record.

Can you run Facebook call ads only during business hours?+

Yes. In the ad set's Budget & schedule section, click Show more settings, tick Set a schedule for ads and drag across the hours you want. Meta recommends it and says that in an experiment, call ads scheduled for business hours delivered 25.4% more call conversions. Schedule the hours when someone actually answers.

Are phone call leads better than form leads?+

Not as a rule. A call is a conversation that has already started, while a form lead still has to be reached, but a call can also be a wrong number or a quick price check. Compare the two on cost per booked appointment or qualified lead, counted in your own records, never cost per call against CPL.
